Dr. Jana Rueter has served as Superintendent of Elgin Independent School District since 2022, leading transformational change focused on student achievement, successful bond implementation, and deep family and community partnerships in one of Texas's fastest-growing school districts.

Student Success

Under Dr. Rueter's leadership, Elgin ISD has received recognition for improving student academic performance across all campuses, reflecting the district's commitment to high-quality instruction and expanded opportunities for every learner. She has championed the growth of Career and Technical Education (CTE), Fine Arts, and Athletics programs, creating enhanced facilities and expanded pathways that prepare students for college, career, and life success. Additionally, Dr. Rueter has prioritized early childhood education by expanding Pre-K programs to every elementary campus, ensuring strong foundational learning for Elgin's youngest students. The district has also achieved recognition as a Capturing Kids' Hearts district, fostering strong relationships, effective classroom management, and a culture where every student feels a sense of voice and belonging.

Successful Bond Projects

Dr. Rueter has successfully led the management of over $500 million in bond projects with efficiency, strategic planning, and effective oversight. Under her leadership, the district passed a voter-approved bond election in 2024 to support new schools, safety enhancements, and critical infrastructure. She has overseen the opening of Harvest Ridge Elementary and Trinity Ranch Elementary, the addition of 850 classroom seats at Elgin High School, and broke ground on Legacy Oak Middle School (opening Fall 2027). Her proactive planning continues to position the district for responsible growth as enrollment is projected to double over the next decade, ensuring that facilities, resources, and educational programs keep pace with community needs.

Family and Community Engagement

A cornerstone of Dr. Rueter's leadership is her commitment to meaningful family and community partnerships. She has expanded district bilingual services to better support English language learners and their families, helping bridge language barriers and increase family participation in their children's education. These efforts strengthen the connection between schools and Elgin's diverse, growing community and ensure that all families feel welcomed, informed, and empowered to support student success. Dr. Rueter has also prioritized accessibility and transparency, fostering trust and collaboration between the district and the families it serves.

Safety and Security

Dr. Rueter has made campus safety a top priority, establishing security presence at all campuses and implementing enhanced safety measures including expanded video camera systems, security fencing, and alarm systems. This proactive approach ensures secure learning environments where students, staff, and families feel protected.

Background

Prior to joining Elgin ISD, Dr. Rueter served as assistant superintendent and executive director in other Texas school districts and held leadership roles as campus principal, assistant principal, and teacher. She is currently in her 33rd year in public education.

She earned her bachelor's degree in education from Texas Tech University, a master's degree in educational administration from Texas A&M University, and completed her doctorate through the Cooperative Superintendency Program at The University of Texas at Austin.

Dr. Rueter has been married for 23 years to John, a retired educator. She is the proud mother of three children: Hayden, a Texas Tech graduate who works for Tilson Homes; Hope, an MBA graduate from Angelo State University who serves as a college professor in finance at ASU; and Julia, a recent Texas Tech graduate with a degree in education who is teaching in Frenship ISD.
